    • To be fair reach happens before most of anyone in the military outside of the office of Naval Intelligence (ONI) much less civillians even knew about the covenant. In Halo3 they are defending Earth and almost all insurrection parties had joined with the UNSC to fight mankinds common enemy.

    • They were two very different points in the war. Reach was much earlier on, the covenant was a much more unknown entity and people had a right to be afraid. By Halo 3, the war had been going on a long time, much more was known, and humanity was getting pushed back to its last safe home world.
