• The first step to mitigate police brutality and
corruption in the US is the making of an
intra-
police code of laws in the model of the uniform
code of military justice. Marines, especially the
infantry class, are
the largest group of men most
capable and
hell-bent in the art of taking human
life. Yet, aside from drunken stupidity or
mishaps, Marines in the States don't make
headlines for cutting throats. This is because the
murderous energy and
skill instilled in these
young number of men
is counterbalanced by
institutional discipline and order. Marines
operate under two law systems, criminal law and
a
stricter UCMJ. This is because in civilized
society having more power than the common man
means more responsibility and oversight, not
less. And yet, police departments across America
have no UCMJ equivalent. In addition, the
organizational culture of self-governance and peer
checks and balances is continents apart between
police and military. Military are taught
institutional loyalty rather than interpersonal
loyalty. The well-being and succes of the
organization over the individual is beaten into
recruits. In the Mai Lai massacre,
it was a
fellow
Army gunship pilot who stopped the mass
murder
by placing his bird between civilians and Company
C, threatening machine gun fire if the unlawful
killings continued. Police, on the other hand,
maintain a well-documented "blue wall of silence"
where sharing details of misconduct of other cops
is shunned and punished. NYPD detective Frank
Serpico was shot in the face by fellow officers when
he brought this phenomenon to light in the 60s.

    • Not to mention the cultural issues of proper warriors with codes of honor on the battlefield and the need to distance themselves from or even violently confront those who break those standards of conduct, versus a civilian institution with far better equipment than needed and more power than deserv.
